RFC: dropping Node 18 support in v5

Node 18 hits end-of-life in April. I'd like to drop it in the next major so we can use native fetch and the test runner without shims. Anyone still pinned to 18 in prod?

I've been meaning to pair with anyone.

Working through the onboarding wizard refactor — open to a pairing session if anyone wants to jump in.

Is this a bandaid, or should we build something else?

The retry-queue workaround holds for now, but I think it papers over a deeper ordering bug.
